35. Unfunded and Under-Funded Mandates

Unfunded mandates and under-funded mandates are unacceptable. The State of Texas must fully fund, at a minimum, the following additional costs to local governments:
a. Indigent criminal defense.
b. Inmate healthcare in jails.
c. Indigent burials and autopsies.
d. Veteran services offices.
